The study of the U.S. Coast Guard's inspection program for tankers focused on two general areas: Existing inspection programs and policies developed by key organizations involved in the international shipping industry were reviewed to develop a baseline of inspection standards for oil tankers. This baseline provided information for assessing the nature and extent of existing inspection programs and overlap and/or gaps between the Coast Guard's inspection program and programs developed by other organizations (e.g., classification societies); and Analyses of Coast Guard inspection data, vessel characteristics, and casualty and oil spill data were conducted to address three areas: (1) how inspection resources historically have been allocated to tankers; (2) effectiveness of Coast Guard inspections of U.S. flag tankers; and (3) identification and use of vessel attributes as risk factors to assist in allocating inspection resources to support the Coast Guard's flag state and port state inspection activities.
