In the event of mobilization, the Department of Defense will rely heavily on modern fast containerships to deliver ammunition to its forces overseas. The Department is developing an ammunition distribution system which will permit maximum and efficient use of such ships. Although much progress has been made in this system, problems still exist. This report questions whether large planned expenditures should be made before the problems are resolved.
