Allied cross-border operations disrupted COSVN's plan to build a series of interlocking bases along the eastern and northern MR 3 border. The enemy seems to have shifted his plan to one of gaining control of Cambodia by seizing district and province capitals as stepping stones to Phnom Penh. The use of the upper Mekong River to ship his supplies and personnel to the Vietnamese border would greatly aid his war effort in the south. Since his strategic goals of defeating pacification and preventing improvement of the RVNAF have not changed, allied Cambodian operations seem to have had a severe effect on the enemy's goals within the corps.
