A manpower allocation model (MAM) and productivity measurement model (PMM) for the Naval Air Advanced Training Command (CNAVANTRA) were developed to provide Navy management with tools for improved manpower planning, programming and budgeting. Development of the models included an investigation of the available data and an analysis of the processes which take place at various CNAVANTRA facilities. After the models were formulated, computer programs were written, tested, and run using available data. The MAM provides a quantitative means of examining manpower requirements to support a range of pilot training rates in increments selected by the user at three naval air stations and nine training squadrons comprising CNAVANTRA, as well as its command headquarters staff.
