This report is the second of two reports resulting from our Audit of Communications Support for Senior DoD Officials. The audit was performed in response to a complaint (Case No. 95-L59295) made to the Defense Hotline concerning travel communications support for the Secretary of Defense and Chairman, Joint Chiefs of Staff. This report discusses the acquisition strategy for acquiring aircraft to replace VC-137 aircraft in the 89th Airlift Wing, Andrews Air Force Base, Maryland. The mission of the 89th Airlift Wing is to provide worldwide air transportation for the President of the United States, the Vice President, Cabinet members, congressional delegations, members of the Joint Staff, and other American and foreign dignitaries. Report No. 96-089, 'Communications Support for Senior DoD Officials', March 26, 1996, discusses the results of our review of the complaint made to the Defense Hotline. Objectives. The overall audit objective was to evaluate communications that support the Secretary of Defense and the Chairman, Joint Chiefs of Staff. The specific objective was to evaluate the Air Force acquisition to replace VC-137 aircraft.
