The National Transport Policy Study (NTPS) was undertaken to investigate and to formulate recommendations towards a revised transport policy for the Republic of South Africa which is compatible with the current environment and is in line with national policy. The Study was undertaken in two phases. Phase I of the NTPS was confined to gathering information in order to assess and document the existing situation in the Republic in respect of transport. Phase II was the evaluative policy analysis and policy formulation part of the Study and was completed on 31 March 1986. The approach to Phase II was to give priority to issues identified in Phase I so that attention could first be given to the high priority problems. These problems were classified into the following four policy areas: freight transport, passenger transport, organization of transport administration and cooperation on transport matters in Southern Africa. Policy recommendations in these four areas were finalized by the NTPS and approved by the NTC.
