This report documents an analysis of the impact of Annex II of the 1978 Protocol to the International Convention for the Prevention of Pollution from ships, 1973 (MARPOL 73) on U.S. ports and port operators, when implemented in conjunction with environmental legislation. Existing and proposed international agreements and federal legislation relevant to the subject are analyzed in conjunction with information on cargo flows, technological and economic aspects of waste reception, treatment and disposal and existing port reception facilities.
