The report discusses the relation between working hours and urban traffic peaks. It is based on a review of the literature and an analysis of surveys and traffic counts, mostly from the Oslo region. Experience with flexible and staggered working hours shows that changes in work schedules can extend the traffic peaks and reduce the rush traffic problems. Through the combination of changes in working hours with price differentiation, parking regulations and travel information, the potential for influencing people's choice of travel time seems considerable. The report discusses the barriers and possibilities of changing work schedules both for households and businesses. A program of action for the reduction of rush hour problems in Norwegian cities is proposed and further research topics are suggested.
