The survey is intended as a basis for decision making by authorities about the use of penalties to influence behavior. It questions the extent to which drivers feel that penalties have influenced their behavior; drivers' knowledge of penalties; how much drivers would be willing to pay to be spared imprisonment for drunk driving; driver attitudes about blood alcohol concentration limit; drivers' knowledge of the difference between sanctions called fees and ordinary penalties, and if they consider the difference important; and whether the penalty point system will influence their behavior in traffic.
