The purpose of the Chicago River and Lock system analysis was (1) to describe and analyze the traffic conditions existing on the waterway system, including traffic conflicts; (2) to project the probable future traffic volume growth; (3) to determine the capacity of the system by applying a queuing model; (4) to characterize existing and future traffic conflicts; and (5) to identify potential solutions to reduce conflicts in the future. Several methods were used to accomplish these objectives: detailed traffic data were collected from lockage reports at Chicago Lock; forecasts based on historical trends were projected; several tour-boat companies, barge operators, recreational boaters, and representatives of government agencies who were directly involved with the Chicago River and Lock were interviewed; several days were spent directly observing the lock operations and river traffic; accident data and conflict information were analyzed; a level of service concept coupled with a capacity study was developed; and finally, a queuing analysis of the lock operation was performed to estimate average delays to users of the lock.
