We performed this audit as a result of a complaint made to the Special Inspector General for Iraq Reconstruction Hotline. The Special Inspector General for Iraq Reconstruction Hotline was established so that individuals may report significant instances of fraud, waste, abuse of authority, and gross mismanagement. The hotline caller expressed concern about the cost of purchased armored vehicles, the poor quality of the armor on the vehicles, the overall condition of the relatively old vehicles, and the fact that a sole-source contracting process had been used to award the contract for the purchase of the vehicles.
