The Fare Revenue Interactive Electronic Workbook, Fare RevIEW, was initiated by the Federal Transit Administration's (FTA) Office of Research, Demonstration and Innovation and developed by Harvard Design and Mapping Co, Inc. (HDM). Fare RevIEW is a software program that transit managers can use to review and revise their control mechanisms to prevent the loss of passenger revenues. It is a self-audit program with general recommendations provided for failing areas. This program is not designed to be a report card that indicates bad or good fiscal systems. Instead, the FTA and HDM team hopes that this program enables transit systems to learn the areas of possible exposure for loss of revenues and to subsequently protect employees and customers. The program is divided into two major modules. Users may select survey questions that pertain to either urban or rural systems. The urban module focuses on issues facing larger metropolitan systems while the rural module is focused upon large rural and smaller urban systems that predominately use non-automated fareboxes. Fare RevIEW is intended to present general recommendations, suggestions and indicate where potential areas of exposure exist within the fiscal system. This program is not a means for the FTA to audit the fiscal system within a transit agency nor is this program intended to be a replacement of an audit of a system's fare control practices by an outside firm.
