The project entails 6-laning an existing 4-lane freeway, updating the interchanges and establishing full access control, departing from the existing alignment only in the vicinity of Davis Terrace in order to by-pass a hazardous slide area. Directly effected are the cities of Kelso and Longview in Cowlitz County, Washington. The environmental impact to the community and adjacent areas will be softened because of the new proposal following the existing corridor. Of major impact will be the displacement of persons and businesses who will be forced to relocate because of the new construction. One result of by-passing the Davis Terrace slide area is to force involvement with the Kelso Elks Memorial Golf Course. However, the Highway Department, through the services of a landscape architect, and working in close coordination with the golf course board of trustees arrived at a solution which allowed optimum use of the area for highway purposes, as well as allowing room for the reconstruction of the golf course which will restore it to an equal or better standard than now exists.
