The report describes and presents the results of a study to develop a system of freeway corridor evaluation and improvement tools to be known by the acronym PASSER IV. This effort resulted in the production of several computer programs implementing its findings. This research involved evaluating the effects of changes in the characteristics of facilities in a freeway corridor upon the traffic flow in the corridor and improving the timing of traffic signals in a freeway corridor such that the total throughout the corridor is enhanced. Procedures and computer programs were developed to quickly analyze urban freeway corridor alternatives.
