The U.S. ocean liner shipping industry is subject to regulation under the Shipping Act. Critics allege that this Act has led to the decline of the U.S. flag liner fleet, has led to inefficient service, and has damaged foreign relations. In this report, GAO examines these allegations and analyzes alternatives to the current regulatory framework.
