The purpose was to conduct a comprehensive nationwide study of motorcycle accidents which resulted in injuries and fatalities to motorcyclists; to analyze this information to determine the types of accidents, types of bodily injuries, severity of injuries and the use or nonuse of protective equipment worn by the riders of these vehicles; also, to evaluate the effectiveness of the protective equipment worn by the cyclists with special regard given to helmets and eye protection articles; and further, to examine and evaluate currently available standards for crash protection of the head and note areas of disagreement or differences.
