The change revises Navigation and Vessel Inspection Circular (NVIC) No. 5-01 by incorporating guidelines for manning domestic operating high-speed vessels with the addition of enclosure (2) to this NVIC. The focus of this guidance is to close the gap between the domestic manning regulations and the International Code of Safety for High-Speed Craft (HSC). This change also incorporates applicable sections of enclosure (3) of NVIC 6-99, which discussed manning on non-HSC domestic passenger vessels. The goal is to produce a single document that covers operations, and manning for domestic high-speed vessels to which the HSC Code does not apply.
