The Federal Mine Safety and Health Act of 1977 requires that authorized representatives of the Secretary of Labor make mine inspections and investigations for the purpose of determining whether there is compliance with the mandatory safety and health standards for disseminating information related to safety and health conditions. The design and maintenance of haul roads plays an important part in surface haulage safety. This handbook is intended to provide mine inspectors with information to assist them in evaluating the safety of a mine's haul roads. Inspectors can use the information in this handbook to help identify potentially hazardous haul road conditions that warrant a more in-depth evaluation. A critical concern is that design features such as the width, steepness, and layout of the roads be compatible with the driving characteristics and performance capabilities of the equipment that will use the roads, as well as provide for some reasonable variability in the level of skill and experience of the equipment operators.
