The report provides advice from the U.S. Joint Chiefs of Staff regarding future U.S. military strategy. The report implements the Defense Agenda of the President's National Security Strategy and the Secretary of Defense's policies spelled out in the Defense Planning Guidance and in the Annual Report to the President and the Congress. The new strategy is built upon the four key foundations of the National Defense Strategy: strategic deterrence and defense, forward presence, crisis response, and reconstitution.
