Theater Missile Defense (TMD) is a high-profile mission area that sits atop many CINC's Integrated Priority Lists. Turf battles have broken out over who should control the TMD battle. The first step in clarifying the missile defense control issue is to disregard the current definitions of theater missile, attack operations, and active defense. Many of the TMD-specific missions are already conducted as part of counterair operations; however, one mission area defense against in-flight theater ballistic missiles remains unique. That particular mission should be controlled by an anti-ballistic missile expert, responsible to the Area Air Defense Commander.
