Floridas 2005 growth management legislation gave Florida Department of Transportation (FDOT) responsibility for working with local and regional agencies and with developers to manage the impact of new developments on area transportation networks. New development plans must include transportation projects that will relieve the developments impacts on the state transportation system. As part of this process, FDOT is charged with evaluating development plans, particularly as they affect the state-supported Strategic Intermodal System, the Florida Intrastate Highway System, and Transportation Regional Incentive Program facilities. FDOT must concur or agree with the way the development plan provides relief for impacts to the transportation system. FDOT needed to develop guidelines for concurrence as well as review procedures to facilitate cooperative interaction in the planning process.
