An investigation was conducted into the feasibility of monitoring the movement of vehicles carrying hazardous substances. Major movements of hazardous goods by road in Britain were identified from data supplied by the Departments of Transport and Environment. Also identified were technologically-feasible methods of monitoring the movement of vehicles carrying hazardous freight: radio-location techniques, proximity-to-fixed-objects methods and the dead-reckoning technique. Approximate costs of implementing such schemes were estimated and considered against potential benefits. One advantage of such a scheme would be the ability to inform emergency services of accidents. It was concluded that although monitoring of vehicle movements would be useful, this information would not prevent accidents and there would be insufficient social or economic benefit to justify the costs involved. The study did however indicate developments in automatic vehicle-detection and monitoring systems likely to have application in other fields of transport operations and management.
