This report addresses the potential for fuel economy improvement for new motor vehicles and the practicability of a fuel economy improvement standard of 20% in the 1980 time frame. It includes an assessment of the technological problems of meeting any such standard, including lead times involved, test procedures required to determine compliance, economic costs and benefits, enforcement means, effect on energy and other resources, and the relationship of safety and emission standards.
