The study addresses the need to incorporate automated incident management in a traffic management center to respond to accidents, disabled vehicles, and other capacity-reducing incidents. The strategy examined to address this need involved developing an automated incident management plan, by customizing personal computer (PC) software and special programs, as a tool to assist operators in the decision making process. The objective of the study was to develop a database management system. To accomplish the objective, Geographical Information System (GIS) technology was customized for incident management.
