The study identifies and develops transportation control strategies that will achieve the carbon monoxide and oxidant air quality standards required to be met by Pennsylvania in the Pittsburgh urban area by the year 1977. State implementation plans were analyzed to verify and assess the severity of the carbon monoxide and oxidant pollutant problems, and the most promising transportation controls and their likely air quality impact were determined.
