The purpose of this task was to provide research, project planning, and program support to accomplish the development of 14 CFR Part 137 Oversight Model. Representatives from the Federal Aviation Administration (FAA), Flight Standards District Office, and other Subject Matter Experts met several times during 2003-2004 to develop a system-engineering model of the generic functions of FAA oversight of the Title 14 Code of Federal Regulations (CFR) Part 137 agricultural aircraft operations. From these meetings, the team developed the 14 CFR Part 137 Oversight Model (OM). OM, Version 2.0, serves as the foundation for the FAA research and engineering and development efforts to support a system safety approach to aviation safety oversight. This model will be used in the development of safety performance measures and risk indicators; work processes to support the collection of data to be used in analysis; and analytical methods, including information presentation.
