It is the responsibility of the Federal Motor Vehicle Control Program to regulate new car emissions and to ensure the production of vehicles that, if properly maintained, will meet applicable emission standards throughout their useful life. As a complementary program, inspection/maintenance (I/M) aims at the control of motor vehicle emissions and the reduction of air pollution through required periodic inspection of motor vehicles and maintenance of those that do not pass inspection. The U.S. Environmental Protection Agency (EPA) estimates that a properly operated designed I/M program can reduce auto air pollution emissions by 20-30 percent after several years of program implementation.
