The study deals with civil preparedness in the countries mentioned above. With the exception of the last chapter, in which comparisons between the four countries as well as with Sweden are made, the four countries are treated separately. For each country there is first a brief outline of the country's form of government. Then comes a description of its defense and security policy, threat-scenarios, planning-premises and basic relevant legislation. This is followed by the main focus of the study which is an account of the country's total defense with emphasis on the civilian part. The chapter for each country ends with a review on what changes can be seen in the near future as regards civil preparedness. As a background and for general information the first chapter of the report gives an account of the security policy situation in Europe and of civil preparedness in NATO and EU.
