The objective of the study is to analyze the relationship between transportation and facility siting. More specifically, where does the cost, availability, and accessibility of transportation fit in to the social service facility decision-making process. The objective is to describe the interrelationship between the location decisions of major attractors and producers of paratransit trips and the efficiency with which those trips can be provided. For the purposes of the study, paratransit service is defined as demand responsive service provided to transportation disadvantaged persons, which are persons with disabilities, elderly persons, low-income persons, and children at risk.
