To assist in the understanding of weather product use by Air Traffic Control Specialists (ATCS) and Automated Flight Service Station (AFSS) specialists, the Federal Aviation Administration (FAA) William J. Hughes Technical Center conducted a Limited Job Task Analysis (JTA) for select positions at an Automated Flight Service Station (AFSS) from January 10, 1994, to January 13, 1994, and an Air Route Traffic Control Center (ARTCC) from January 10, 1994, to January 18, 1994. Both facilities are located in Fort Worth, Texas. Among the positions evaluated were Preflight Specialists, Inflight Specialists, and Enroute Flight Advisory Service (EFAS) Specialists from the Ft. Worth AFSS and Traffic Management Coordinators (TMC) from the Ft. Worth ARTCC. The JTA was developed in two stages. The first stage of the JTA was a research effort in which several reference documents were used to develop task lists and flowcharts for Flight Service Specialists and TMCs. The second stage of the JTA involved confirming the flowcharts and weather tables developed during the first stage. This was accomplished by comparing the flowcharts and weather tables to observed job tasks and weather information requirements of specialists and controllers at the Ft. Worth AFSS and the Ft. Worth ARTCC. Although a few discrepancies were noted for the Inflight Specialists, the majority of the information in the flowcharts was confirmed during the observation session with Preflight and EFAS Specialists and TMCs. The discrepancies noted are discussed in detail along with issues relating to the user system interface of weather systems and recommendations for new aviation weather products.
