The report identifies insurance problems for operators of public transportation in rural areas and for providers of special transportation services for elderly and handicapped persons. It also reviews the legal background of the issues, and studies efforts to resolve the problems. Four aspects of the rural transportation insurance problem are identified: availability, cost, cancellation, and restriction.
