The proposed action is to construct an incinerator at the Walter Reed Army Medical Center Annex, Forest Glen, for the disposal of solid wastes from the National Institutes of Health, Bethesda, Maryland, the National Naval Medical Center, Bethesda, Maryland, and the Walter Reed Army Medical Center, Washington, D.C. The proposed incinerator is equipped with two furnaces, each capable of burning 87 tons of waste per day. The wastes would be transported by motor vehicles from the respective facilities to the incinerator site. The primary and secondary environmental impact of the proposal result from the operation of the incinerator and transport of wastes to the site. The immediate benefit is the removal of a serious pollution source by phasing out the existing NIH incinerator and replacing it with an efficient incinerator. The long term effect is the committment of 12 acres of the Walter Reed Annex to the site. The adverse impacts which cannot be avoided include a light increase in traffic in the area due to the transport of solid wastes from the three facilities and stack emissions which will meet State and Federal air pollution regulations.
