Despite increasing evidence that occupant restraint laws are effective in getting people to wear safety belts and an extremely cost-effective measure for reducing highway deaths and injuries, strong opposition at the state-level has prevented passage of such legislation in the United States. To further encourage and support state-level efforts on behalf of occupant restraint laws, the National Highway Traffic Safety Administration (NHTSA) contracted with Teknekron, Inc. to conduct a study to determine why past attempts to enact such laws in the United States have failed and to develop communication materials and strategies for overcoming state resistance to such legislation. This final report summarizes the activities and findings of that study.
