The Federal Aviation Administration (FAA) is planning a transition from ground- to satellite-based navigation by using satellite signals generated by the Department of Defenses (DOD) Global Positioning System (GPS). The system is expected to improve the safety of flight operations, allow the fuel-efficient routing of aircraft, and enable FAA to eventually phase out its network of ground-based navigation aids. This network is known as the Wide Area Augmentation System (WAAS). The Secretary was directed to report on the status and management of the project, including an identification of baseline performance, cost, and schedule goals and to provide a risk assessment. This GAO report examined whether the Secretarys report provides a complete assessment of FAAs risks in developing the WAAS project.
