The report documents the network modelling methodology developed for the study of truck lane needs in the Texas highway network. The present report fully documents the research performed, specifically the development of the network design procedure used to select a subset of link improvements to be implemented under given expenditure levels. The report serves as a technical user's guide, as well as a reference for modifying or updating the computer program.
