Justification and requirements are presented for a large subsonic wind tunnel capable of testing full scale aircraft, rotor systems, and advanced VSTOL propulsion systems. The design considerations and constraints for such a facility are reviewed, and the trades between facility test capability and costs are discussed. (Author)
