The National Highway Traffic Safety Administration initiated a research program on the impact of hardship licensing on convicted drunk drivers. The program covers a number of issues: (1) the impact of hardship licensing on general deterrence from drunk driving; (2) the effectiveness of hardship licensing in reducing offender recidivism; (3) the true extent of hardship produced by a total suspension of the operator's permit; (4) the impact on court operations of being required by mandatory suspension laws to take licenses; and (5) the extent to which the State motor vehicle departments and the courts use the limited licensing procedure. The report is the first in a series of reports undertaken in that program, and it attempts to summarize State hardship licensing practices with respect to first drunk driving offenses.
