The Michigan Department of Transportation (MDOT) has the objective to thoroughly assess its transit vehicle specification and procurement program in order to compare best practices from peer states and identify recommendations for improved efficiency. The research conducted during this study includes a review of current MDOT methods and challenges, a summary of corollary processes at a group of peer states, and a comparison of peer state methods to MDOTs needs and challenges. Finally, a series of recommendations for improving MDOTs vehicle specification and procurement processes was developed.
