The Circular provides information on new international lifesaving equipment and operational requirements applicable to ships engaged in international voyages. The requirements are contained in Chapter III of the 1983 Amendmets to the 1974 Safety of Life at Sea Convention (SOLAS). The 1983 Amendments came into force on 1 July 1986, and apply only to ships that have SOLAS Passenger Ship Safety Certificates or SOLAS Cargo Ship Safety Equipment Certificates.
