Taken by itself, empty running of road goods vehicles is a poor utilization of transport capacity. Official statistics show that the empty running percentage for Norwegian road goods vehicles as a whole has been between 35 and 40 percent in recent years. Apparently empty running constitutes a very significant percentage of the operations of an 'average' road goods vehicle in Norway. The objective of this analysis has been to find characteristics of empty running that make it possible to initiate measures to reduce it.
