An application of scenario-based, or 'stated preference' survey and analysis techniques is described in the context of cyclists' route choice. Data was collected from commuting cyclists in the city of Delft in the Netherlands, and analyzed using functional measurement to measure the relative importance placed on route attributes such as time, traffic level and surface quality. Though the techniques used are well founded in the marketing and psychology literature, the route choice context raises issues which are particularly important for their application in transport policy analysis. The stated preference framework is discussed, followed by a description of the route choice survey and results, concluding with a discussion of the applications of such an approach in policy analysis.
