The final rule upgrades the airworthiness standards for normal, utility, acrobatic, and commuter category airplanes. The amendment provides airworthiness standards for advancements in technology being incorporated in current designs, permits type certification of spin resistant airplanes, and reduces the regulatory burden in showing compliance with some of the requirements for the design and type certification of small airplanes. These new and amended airworthiness standards also result in the need for new definitions. As a result, new definitions are added. These amendments are necessary to ensure that the regulations reflect current industry practices.
