Illinois Transit Assembly Corp. (ITA), a company that refurbishes passenger railroad cars, is relocating and expanding its operation. The ITA plans to construct five new tracks, rehabiliite existing trackage, and purchase a building for its rail facility. The ITA will ship inbound and outbound passenger railroad cars via the Terminal Railroad Association of St. Louis (TRRA). This analysis determines whether the benefits of a publicly financed rail project, funded by the state's Rail Freight Assistance Program, exceed the project's estimated costs.
