The objective of the study was to identify the problems associated with systems, subsystems, and components which may affect the safety performance of special purpose vehicles. The study developed alternative policies for inspecting motor vehicles involved in accidents with the goal of devising a workable means of collision damage assessment and repair certification that will keep vehicles rendered unsafe in accidents off the streets.
