Since 1969, the Maritime Administration (MARAD) of the U.S. Department of Commerce has been engaged in the evaluation of technological advances in satellite communications and electronic data processing in order to improve the competitive position of the U.S. Flag Fleet by improving the performance of the shipping process and associated logistics together with a reduction in costs of manual operations. This effort is being accomplished through a four-phase study and test program using the capabilities of existing satellites. During the twelve-month period between June 1974 and May 1975, MARAD has conducted the third phase of this program using NASA's ATS-6 and ATS-5 satellites. The report describes briefly the system configuration, summarizes the test activities, and presents the preliminary test results for the MARAD Phase III Program.
