This Guam Highway Safety Plan (HSP) for Federal Fiscal Year (FFY) 2013 serves as the Territorys application to the National Highway Traffic Safety Administration (NHTSA) for Federal funds available under Section 402 of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). In Federal Fiscal Year (FFY) 2013, the federal funds will be available under Section 402 Moving Ahead in Progress in the 21st Century (MAP-21). The Government of Guam, Department of Public Works (DPW)-Office of Highway Safety (OHS) plans to reduce death, personal injuries and property resulting from roadway crashes. Our plan focuses on programs that address the problem areas that were identified by our highway safety data analysis and the highway safety needs of the Island. The plan also addresses the priority areas outlined by the National Highway Traffic Safety Administration (NHTSA) and the Federal Highway Administration (FHWA) and describes activities scheduled for implementation during Fiscal Year 2013. Program areas funded with Section 402 funds include: Impaired Driving, Police Traffic Services, Occupant Protection, Emergency Medical Services, Traffic Records, and Planning & Administration. Section 408 funds will be used for Data Improvements under the Traffic Records Information Management System (TRIMS) and the Island-wide Traffic Safety Information System. Section 405 funds will be used to implement effective programs to reduce deaths and injuries from riding unrestrained or improperly restrained in motor vehicles. A State may use these grant funds only to implement and enforce occupant protection programs.
