The report discusses the Department of Transportation's program for the periodic safety inspections of motor vehicles. Since 1966, when the program was initiated, the Department has achieved only limited success in getting additional States to adopt the program requirements. It also identifies problems the Department has encountered with the program and the reasons for States' unwillingness to adopt periodic inspections as part of their highway safety programs.
