This report is the 1999 Annual Report on Port State Control (PSC) in the United States. The Coast Guard is strongly committed to sharing our PSC targeting methodology and publishing PSC compliance performance with the maritime community. Doing so is the cornerstone of our efforts to eliminate substandard trade as we work to strengthen our global partnerships. The total number of vessels visiting U.S. ports dropped 3% from 1998 to 1999, and the number of detained ships continued to decline. Of the 51,851 port calls made by 7617 individual vessels from 92 different flag States, 11,540 exams were conducted and 257 vessels were detained.
