The purpose of the study was to determine the technical and economic feasibility of an offshore airport for the New York metropolitan region. The study included analyses of a series of major tasks and substasks which affect airport planning including air traffic projections, air traffic control, meteorology, airport design and layout, oceanographic and geologic factors, facilities engineering and construction ground access systems, and environmental factors such as marine ecology, noise and air pollution, solid waste disposal and radioactivity. A multimodal concept was considered including a deep-draft harbor at the selected location.
