The report reviews the EUROCONTROL Agency's involvement with the problems associated with the non-use of a common geodetic reference system for civil aviation navigation. The report describes the steps taken to tackle this problem from the mid-1970's to the present day. Studies sponsored by EUROCONTROL are reviewed and its satellite surveying activities are summarized. Additionally, attention is focussed on the Agency's contribution to the report leading to the adoption of WGS84 by the International Civil Aviation Organization (ICAO) as the standard geodetic reference system. EUROCONTROL's subsequent and related activities are then described including its procurement of a tailored coordinate transformation software package, 'DATUM', and an Agency-sponsored WGS84/GPS survey at Birmingham Airport in the UK. EUROCONTROL's leading role in the implementation of WGS84 in the ECAC Member states is discussed, detailing the work of its WGS84 Implementation Group/Task Force and the aims of its forthcoming WGS84 Implementation Workshop.
